You have a number of problems - the main one being that you have a Toshiba, onto which someone has forced a Dell installation of Windows 7 Ultimate. If you bought an Upgrade, you were sold a counterfeit - demand a refund do NOT accept a 'new Key' as it will be another counterfeit. If you sent the machine in to a shop for fixing, they botched the job - demand a refund, and that they do a proper job.
You need to get legal - and the best and cheapest way to do it is using the manufacturer's Recovery system I do hope that you created the Recovery disks when you first got the machine? You will have to back up data to external media before doing this.
If you don't have the Recovery disks, contact Toshiba, who should happily sell you a set at a not-too-exorbitant price. The only option which keeps you existing installation intact is to purchase a Full Retail license for Ultimate, and use the Product Key from that - but I seriously recommend against this!
